Does anyone think that AlQueda or future equivalents wouldn't use nuclear weapons if they had them available? And does anyone think that the US having tactical nuclear weapons would dissuade people like that from suing them? It might have worked with the old USSR since both sides had so much to lose, but I wonder if it will work any more. We should also remember that a large segment of the US population believes that if everyone in their country had a gun then noone would be shot, robbed, etc because the fear of the intended victim having a gun would prevent crime. Of course, when some one is psychotic or perhaps desperate for a fix, they're hardly likely to act rationally now are they?
