So apparently its shoot to kill and ask questions later and all that sort of thing.
Not only was it propaly ordered by the US government but it was probably PAID FOR by the US taxpayer under the guise of "Forigen aid" to Peru.

Maybe the Chineese should shoot down any US planes that come in/near their territory. After all they could have drugs on board ?
