The Thatcher Government in the UK started selliung off spectrum sometime during the Eighties.
Radio and Television Broadcasting licences were sold off to the highest bidder and more recently this has been done with UMTS/3G mobile phone licences.
Its a nice little money spinner for the Government but it has led to all sorts of problems. The quality of programming on TV has declined and the roll out of both 3G and broadband technologies has been delayed as telecom companies have incurred debts by bidding crazy amounts of money for 3G Licences.
There has also been a lot of "consolidation" in the TV/Radio Industry.
