It does if teams finish equal on points.In the
world cup qualifiers Portugal and Ireland both
finished on 24 points but because the portugese
had a better goal difference they finished 1st
and qualified automatically.Ireland then had to
beat Iran in a 2 legged play off to get to the finals.
