Before you spend too much time on this theres a few things you should be aware off.
Disabling HTML email support on a email client is a common enough anti virus technique and as such renders the HTML email option invalid.
The whole principle of something being launched simply by reading an email is extremely dangerous and would unlikely be welcomed by any recipient.
Theory is all good and well but I'd be surprised if email clients, particular various versions of Outlook, would pop up a browser to let java do its stuff.
There used to be major issues with various versions of plugins in client PC's. I'm not sure how standardised it is but its an area that requires experienced input before deciding on that approach.
There are more important issues here than the technical details of actually attempting to do this. No offence but she should focus her efforts on getting her boss to agree to a practical solution, one which she can deliver in the full confidence that it will work as expected.
