Just wondering is is a reflection of the Xenophobia/Inherent subtle racism of Ireland that it would just have to be either a Chinese or Indian restaurant that such a rumor would be attached to, but that if for example another "wild" animal (boar, snails, pike, venison, buffalo, rabbit, etc) were served in one of the conventional European cusine type restaurants in the town it wouldn't warrant a comment.
Of course this is just a variation on the stereotypical cliche of no cats being seen around Chinese restaurants merely because in China and the other parts of the Far East, Cats and Dogs are used as a form of meat. Of course this presumption neglects to acknowledge the fact that the vast majority of these cats and dogs are raised specifically for that purpose just like our beef, sheep and pigs.
Personally I would reckon it's just a variation on the cat or dog story and some kind of a smear attempt.
