This myth that the managers wont spend the money is partly union propoganda. Do you honestly believe that they enjoy making a mess of things and constantly having they're backs to the wall. I know some health board managers for whom I have nothing but the utmost respect, my brother being one. The managers gain nothing by creating an inefficient health service so as usual there are two sides to every story.
