Again you are talking about measuring the spped of an object using a signal that you know the time of origin. Speed cameras send out their own multiple signals and measure the time difference.
The only way the russians could use either of these effects is if they already knew where the object was, hit it with more than one signal of there own making and measured the difference, NOT by any analysis of any other signal they recieved.
