An Bord Pleanala has no power to'deal with'local authority bad practise, though it can and often does make criticisms; the Environment Ministry is the one to complain to. As for the Ombudsman's Office: Mayo CoCo doesn't always reply to their letters either, though will have to do so eventually and it gets the CoCo worried having to deal with them.Even the dreaded An Taisce has had trouble getting a reply. Some useful tips from one who learnt the hard way: Never post a letter; take it into the office and ask to have the first page date-stamped while you wait, and a photo copy made which you can keep to prove they got your letter. Write again after 2 weeks and add a '2 week warning' ie:'I expect a reply to this within 2 working weeks'. This has been known to get results (I don't know why) though all you may get is an acknowledgement:'the matter is being dealt with'. If it's a planning matter and there is a File on it you are normally entitled to see it and can check that your objection, or whatever, has been put in the File.(Another little trick the CoCo have is "losing" letters out of Files, or even whole Files, on occasion).
