Are you telling me that there is no such thing as protection in Dublin for example where the same situation doesn't exist? Protection rackets go on even if there is nothing to protect from - it is threatened anyway. And it is the very fact that government has to spend so much, and individual businesses lose so much that will force throught the peace process. If economics won't do it then it will never happen. People don't do things for altruistic reasons, especially not after 100's of years of ingrained history. They only act out of their own self interests....hit someone in their wallet and you'll always elicit a response. Appeal to their good will and you'll be lucky.
