We don't know how to do it!! Even the cloning of animals has proven to be a very difficult process and lead to the birth of many dead and strange looking "things". It's a very low percentage of successes and there are all sorts of potential problems with the clone such as premature death that remain to be worked out. Despite some crack-pots suggesations that they want to clone humans now, the scientific community in general seems to realise that the process is way too far from perfect to think about doing. The discussions arise, I think, from a need to figure out the ethics of using various technologies for particular purposes BEFORE they are used for those purposes.
