I think it has more to do with the councillors and the "big boys"- You know who you are running the shop really. Most of them have never been inside a university never mind understand engineering and infrastructure requirements. Sure how could you expect them to make a sensible decision especially when party politics gets in the way. Ask them why our urban boundary is taking so long to be extended and why certain direlict houses are threatened to be taken over while others are allowed to fall into total ruin.
