Oct. 8 — As missiles and warplanes streaked over Afghanistan, the United States opened an unusual “second front” by dropping 35,000 daily food rations in northern areas of the nation. But relief officials, forced to suspend food convoys because of the strikes, angrily said the airdrops — even though they are to be conducted periodically — cannot possibly compensate for the new surge of refugees expected to be displaced by the war.
