Perhaps there is a name and shame element to it. If a country has done nothing since the last summit it should be obvious. I heard John O'Shea at lunch time debating with an FOE delegate. John was saying it's basically simple - you feed clothe and educate people unilaterally - you don't have to wait around for some resolution at an international conferance - you just go out and do it. The FOE man was saying fundamental changes are needed in the way international society operates if Third World and environmental problems are to be solved. Both may be correct.
