Absolutely. I don't think it's a criminal offence though - not yet at least :)
Not sure what the non-compliance rate is but say is 5% or maybe even 10% then they have a very high likelihood of knocking on the door of a house that has a TV but hasn't paid a licence if their database shows that no one in the building hasn't bought a licence.
I sure they they don't have any right to enter the premises to actually check whether there's a set there or not - that would be at the discretion of the occupant so if you say I don't have a licence they have to accept your word? They're hardly going to bring a Garda with a warrant for a 150 euro licence for a civil matter?
