I'm going to go out on a limb here and speak up for the staffers of MCC, for the simeple reason that I used to work there and I know the score. I spent 2 summers from college working in the MCC Planning Dept. (gasps from the crowd, he said planning!)
It's the BUSIEST dept. within MCC and probably the most thankless job imaginable as all you ever get is grief from the public (who are so friggin' rude and obnoxious with few exceptions!)and jibes about brown envelopes and how cushy it must be to have a government job.
They can fall behind in their work like any other job because since McCreevy introduced an embargo against public sector recruitment last year they have been unable to recruit additional staff.
This also applies to the IT section, I know 'cause I've been sitting on a panel hoping to get in there of almost a year now.
My point is, cut these people some frickin' slack, they're just trying to do their jobs as best they can like you or I.
There isn't a conspriacy behind every facet of the public sector!
