It is not racist to control determination of citizenship.
It is not inconsistent with the Belfast agreement because the UK are exempt.
It is merely stating that at least one parent must have been resident here for three of the last four years for their baby to qualify, what's wrong with that?
To answer your question, it is not obvious to me. Perhaps you could be more specific.
