I think that modern world we live in and the ease of travel as well as the greater awareness of rights is forcing many countries to look at what are essentially historical constitutions. It is not wrong to change constitutions which were drafted at a time when few could grasp the speed of progress in a century.
My concern about this particular issue is not so much whether its racist, its more to do with the apprarent speed (knee jerk ?) with which this is being put forward.
I think its right to revisit issues like automatic right to citizenship and related entitlements in the full awareness of mass travel, economic strategies, etc.
