Nationality and Citizenship are two quite different things according to the Constitution. Citizenship has always been subject to legislation according to the Constitution.

You can be born in Ireland (i.e. you have Irish Nationality) and be an American Citizen or a Nigerian citizen for example. The two concepts are different.

Michael McDowell was worried about lots of black wimmin coming into Ireland 11 days before their babies were due to be born and then grabbing the birthcert and Irih passport for their kid and high-tailing back to where they came from.

And that is going to sink the Irish economy? Oooh I'm really scared!
