Only ME and XP have the system restore. But the fact that msconfig is missing means that some essential system files are not present or have been deleted accidentally and you should run the system file checker:
Start->Run sfc.exe /scannow.
Have your windows 2000 CD to hand to restore any missing or corrupted files since the last install.
Also when you have this done go to the windows update site (Open Internet Explorer->tools->windows update) to protect your computer from any security loopholes that maybe these pop-ups are exploiting.
