Blame the failings of government on the opposition. A few points: 1. Governments decide tax policy and how taxpayers' money is spent. Opposition parties do not have this privilige. 2. Fianna Fail and the PDs are the parties of government and have been for the past 7 years. 3. Fine Gael have been in opposition for the past 7 years. 4. With enough people like you making excuses for the government and the sorry state of the health service 2. and 3. will remain true for a long time to come.
