They literally own the whole thing and forbid any kind of activity, farming, house-building, boating, etc. - just trees - to ensure that the water is crystal clear when extracted. Now there's a novel thought :) Can you imagine such a system here? I can imagine the headlines now. "IFA condemn plan to provide Irish houses with unpolluted water" "House builders protest for septic tanks to be allowed to polluted our water supplies" "Ray Burke says it will never take off - it's laughable that Irish people should want protected water supplies" "Liam Lawlor demands that councillors have the right to dish the dirt into our water supplies" "Wicklow County Council resigns en masse in protest!" "Sure what's the point in having a county development plan if we can't issue Section 140s to dodgy polluting houses?"
