Long service shouldn't automatically qualify one for a ministerial portfolio. Something as important as our health service should be given to the most qualified person not the most durable. Whether Twomey is qualified or not time will tell. From what I've seen of Ring he doesn't strike me as someone to hold one of the most important positions in a cabinet.
