Definitely no 'th' sound in Thomas. It's like thames - pronounced 'tems' with no 'th' sound either. Most good (larger size) dictionaries have a phonetic version of the word immediately after the word itself - look up the key to the phonetics first so tht you understand what the various accents and symbols mean. (Of course if they don't do proper names then that's no good either is it :) I doubt that there's a rule as such it's just a convention - but a convention that sorts the sheep from the goats.
