He's referring to locals out there/here in the Gulf States I think who would be the aggrieved parties. Apparently the sub-editor did an edit on the original article replacing Arab States or Arab Countries with Arabs - a slight emphasis shift making it even more racist than the original draft. Incitement to hatred, etc., the BBC have suspended/dismissed him?
