Firstly the dealer could be arrested and charged with ,"offering to supply a controled substance". It is imaterial whether it was controled drugs or not. Alternatively the dealer could arrested and charged with obtaining goods by deception, especially if you have a drugged up skaghead who hands it to the feds on a plate!
