As for VAT in Ireland we don't have VAT on food. For sure they would have had to negotiate the whole deal with the urban council - I can't imagine they did not pay for the privilege. I saw Johnny Mee (Urban and county councillor and ex bacon factory too) walking around the market and he didn't seem to be too perturbed.
