The markets have increased in reaction to the restrictions on Iraqi output. This was happening prior to other developments such as Nigeria, and I forget with south american producer (Venezuela ?). In that respect Bush is directly to blame as he has failed to deliver a stable oil producing environment. The real underlying cause is simply supply and demand. The world is consuming too much of a diminishing resource. The oil biased policies of Bush do not help this but every country on the planet has a responsibility to deal with this.
