I reckon they and their finance committees do have to account for collections - I heard Bishop Willie Walsh yesterday talking about compensation that had been given to two victims of clerical abuse - approved by the diocesan finance committee. If it's anything like the finance committee here it's run primarily by lay people who decide which school gets money - parishes have to contribute to building schools - and what building needs repair, etc.
