yes there are finance structures, for schools ect, but they cannot or are not allowed to discuss the where abouts of the week in or out collections,which can be a considerable amount of money, the Bishop you mentioned is in fact to give him his due a reformer and a realist, he has gone on record as stating , his Palace should be sold and money given to victims of abuse and poor, but apparently he was shouted down by other Bishops who feared they would have to give up their palaces, and trappings of wealth, you must read Fr Hobans work on the Clericalism in the Roman Catholic Church, he is scathing on the widespread corruptionm alas the man wont ever be nade a Bishop
