Do you realistically think that China will "observe" the Kyoto agreement or any other agreement to limit gases? The only reason europe ratified it was to, hopefully, get a leg up on the U.S. but the U.S. is busy examining its own options for energy.
George may sound stupid... but oil prices continue to rise as China, India and many of the eastern economies continue to grow at incredible rates and demand the oil reserves. George wants to exploit the reserves in Alaska which will reduce the U.S.'s dependancy on the oil reserves of the middle east! Is that bad?
No-one knows what China, India or the other mass- populated countries of the east will need to survive over the coming decades, time and experience will tell!
