It is not possible to block the calling of certain numbers on a phone. It is a network function rather than a phone one.

Therefore you'd need to do it through the mobile phone company.

And to do this, you'd need to know some personal details when you call up trying to pretend you're someone else.

Even if you were pay as you go, you'd have to say these were my last x phone calls to prove that it was your phone.

So, short answer is no.
