If that's what happened it's a sad and regretable thing but in light of what the officers were facing what else might they have done? Had they let him enter the underground and he had been carrying explosives what then would have been our reaction? Would we not then have said "why didn't they take him out?"

Sad he was perhaps in the wrong place at the wrong time....the poor soul.
