I agree its a disgraceful situation but dont blame the staff blame the gawdamn health boards who waste millions on extra layers of managment, "Consultants" (no not the type who are acutually any benefit in a hospitals) and assorted paper pushers who are niether use nor ornament not to mention outsourcing cleaning services to private outfits who employ minimum wage staff not to mention the waste of literally billions on cowboy contracting firms to erect badly designed buildings that start to fall apart within weeks of being opened and install IT systems that dont work !
