Incidentally - I recall in the US, the barriers turnpikes were always thrown open with a hurricane coming or when the backlog became too great i.e. it was a penalisation toteh toll company if they couldn't process cars quick enuough then they lost out. No fear of that happening here with the cosy cartel between NTR and the politicians.
