I'm not saying tolling is a good thing. I'm just pointing out the M50 Westlink Bridge toll is in a class of its own for lack of equity as it is on a daily commuter route for very many people who have well paid for the bridge they're using at this stage. Additionally, the toll collection mechanism actually causes congestion.
But clearly, yes, there will be people living around Enfield who'll be commuters and will be particularly hit by this new toll. But hopefully enough has been learnt from the Westlink experience to ensure the toll doesn't become as massive a rip off.
