A Western Rail Corridor hardly alters the essential unviability of one-off housing or the need to travel thirty miles this way to get to work and thirty miles that way to get to the shops. Disperal means you simply don't have the concentration of people in one location all needing to get to another common location at the same time to make rail a goer.
The only possible way of providing public transport to a dispersed population in an oil-less world will be either biofueled buses or horse-drawn carriages. (Also, if the only reason we can think of for a WRC is as a hedge against the oil running out I think we're pretty much agreeing that the idea is a farce.)
