I don’t think there can be much disagreement on the need to encourage concentration of population in the West if we’re serious about development. However, the WRC simply won’t be a strong contributor to this process. You’ve pretty much said in yourself when you list key issues to be addressed as the N5 and N17, broadband of any serious capacity and rail services to Dublin. There’s useful things that could be done before reopening this pointless rail service.
