Thank you to 'Helpful hal' for your advice but I am still as wise as I was. The Observer said on the 14th February that the exact wording could be found and what I really wanted to know was the list of the sections of whatever act that gave the executive of Town Councils and County Councils that authority to privitise the Refuse Collection System. The answer fro Helpful Hal with respect is one like I got in the Dole Office some years ago. I am really interested in hearing from Observer because he/she seems to be the one with all the answers. Come on share your great knowledge.
