There are several publications which are I believe registered as newspapers but have relatively few readers (hence low advertising costs) including some publications which are really magazines but have registered as newspapers to get around the extortionate rate of VAT levied on magazines in Ireland.

Does it have to circulate in every village on the country to be a national paper or will a presence on street stalls in a few major towns do >
