The Church isn't spending the money. The Church is accepting a gift of a spire. If this gift is not accepted - i.e. if the parishioners decide they don't like the particular design or decide that there are too many hungry people in the world to allow them to accept such a gift then the money will gain tax relief elsewhere. It won't be spent feeding the hungry of Castlebar it will most likely go into a tax efficient scheme elsewhere - perhaps a charitable cause but perhaps not.
