I don't know what papers you are reading but given Ireland's demographics, net immigration and relatively well-educated workforce and good industrial relations practice Irish economy is continued to grow faster than the rest of Western Europe.
I would advise against Eastern Europe as fraud is very rife in property in these areas. (some will argue it is here too).
Alternative is to invest in companies that have hige Irish property exposure via their shares -

Abbey Plc, Grafton, CRH (have huge landbanks), Greencore (landbank in Carlow town - the old Sugar factory), McInerney Builders, Kingspan.

With the shares you have better liquidity, more diversified risk (not all of your eggs in one basket), but your are missing the leverage aspect of your returns.
