As other people have said the Garda complaints board is the best way to go. If you get stopped again do the following.
(i) Ask for Id.
(ii) Ask for the gardai to write down the name and badge number on a piece of paper.
They have to do these things by law. This way if you make a complaint you know who the garda was.

Also never get offensive with the gardai as it's a waste of time. From personal experience most gardai are fine and would never hassle someone when there doin nothing wrong, but as with everwhere there's always one or two bad apples.
Also don't let on your annoyed as that's what they want.

And to the username Mick for his comments, if you think that sort of behaviour is acceptable it speaks volumes about your charachter.
