Let me give you a real life example of how this works as I think we are on 2 different planets. 2 summers ago there were robberies on numerous building sites in Castlebar. The robberies all occurred after the sites were visited by persons selling reflective jackets, boots etc. A mate of mine had them visit his site on 3 occasions-he's well able to take care of himself and told them to clear off in no uncertain terms. After one particularly hostile encounter (where one of the travelling salespeople squared up to my mate)he flagged down a passing squad car to lodge a complaint. The guard told him that there was nothing they could do as a crime had not been committed. The guard told him he could take out an injunction-yeah right!!! A simple by-law (sensibly enforced of course) would have made the travelling salespeople's actions illegal.
This guy can well look after himself so lets substitute him for an 80 year old woman living at the end of a dark road out in Glenisland. She has travelling salespeople calling offering to paint her hayshed, tarmac her driveway, sell her holly, buy a scrap car---you pick one. She doesnt know them, has never seen them before, and there's 6 of them-all fellas in their 20s and 30s. She's terrified out of her wits every time they pull into her yard but because no law has been broken there's nothing anyone can do. Should she not be allowed live out her days in peace and just be left alone? Oh, before you ask her neighbors do look out for her, but they both work in town during the day and usually drop in after work-(him in ----- Co, her in -----)
Sensible enforcement of the law would improve quality of life for many people.

COMMENT FROM DEPUTY MODERATOR: Absolutly no reason to be so specific about where people work. The area you refer to is not a big place. Information like this could readily identify people and as well as infringing their privacy could be useful to criminals -something you claim to be concerned about
