I see your point but I don't personally believe that it is always lack of funding that's the problem. I know of a case where 4 children were at risk for a long time despite myself and others reporting their situation to social services. All we were ever told was "someone will call out". They did not get involved until the youngest was seriously injured and now scarred for life.
