If you drive around a blind corner like the one at the Bohola 'car dealership' and come up against car that is effecively stopped in the middle of the road you may be able to use the right hand side of the road to pass them but if there's an oncoming car you just may not have any choice but to rear end the car in front.
Effectively you are going from an infinite distance between you and the car in front to one that is well short of the 216' in your chart above (now I wonder what that is in metric?) and certainly a lot more than the bend distance that I am thinking of? Stopped or slow-moving cars on dangerous bends are lethal even if the car behind is travelling well within the speed limit. Illicit roadside car dealerships are extremely hazardous.
