I appreciate the point you make about vagueness regarding the tagged on bits you refer too, however its important to relaise that when coming up with a wording that suits 27 nations, vagueness is required. Indeed vagueness is required when dealing with even 2 conflicting positions. Just take a look at the Good friday agreement. The principle is whats important, and the detail gets dealt with in implementation. Our "neutrality" did not seem to be under any increased threat to me. I think we have done more damage to our neutrality with our blind spot for Shannon use by the U.S. However we had similar blind spots in WWII when dealing with POWs.
The fact remains we still need the Govt, the Dail, and a UN mandate to deploy troops on Peace Keeping missions.
