On Bush - fair comment - he is part of the administration although there is "suppose" to be some independence from government. However, the SEC (the regulator in the US) can take direction from the President, and he should be held partly responsible, but only partly.

On the oil issue, it is to do with a couple of issues - security of supply, higher demand from Asia (outpacing increased supply), over reliance on oil for power, depleting reserves in the future.

Who is to blame? - Tough one, I genuinely don't know. Cheap oil has led to successive governments around the world not encouraging new sources of power.

But I leave you on something to ponder. Oil is still cheaper per litre (excluding tax) than mineral water!!
