In Calcutta many people would probably value the 'rubbish' that many dispose of on our streets.

Whilst you cannot know for sure who's littering all you can do is report the ones that are and try and educate the upcoming generation.

Agree with Main Street suggestions, of course this is something we've discussed at length on the BB before.
