they are pretty good at keeping the water out, i dont know why people are blaming carbon footprint for the cause of the rising sea levels when the dutch are reclaiming the land from the sea! :)

have been there a few times, nice city but the last thing you should consider is driving in amsterdam €4 per hour is the cheapest car park and they charge you no matter if its 24 or more! anyway there is no need to drive there, public transport is top class and its nice to cycle around. if you are driving across europe i suggest to stay outside of amsterdam (the north is nice) and get the train in.
